This has some good points. The problem is that most of the issues are issues of perception rather than real issues.
For instance the language barrier isn’t, at least for English speaker in most tourist areas and after a while you learn to communicate fairly easily. The signage could be improved. Tokyo should look to see how NYC does it. If Tokyo thinks they have language issues, they should see the signage in the transit system in NYC.
One thing that the tourist office should do is get stories out there about a lot of the stuff in Japan that most people don’t know about. Most of the stories that seem to come out of Japan are about how weird it is. While those are true, there’s so much more.
Just like any country there’s lots of food and lodging choices for any budget even in Tokyo. I’ve been able to stay in Tokyo fairly cheaply and people should know about those options.
As for getting around, I’ve never had much trouble. But I tend to plan my journeys ahead of time and am used to using transit, so getting where I need to go hasn’t been that bib an issue. I do think that signage could be improved and maybe rail and bus maps printed up in a bunch of languages for hotspots.
As for the last, travel has never been easier than now. We should enjoy getting out of our little shells.
